If you are using IE11 (or IE10) and the “Display intranet sites in Compatibility View” is checked in your Compatibility View Settings (Figure 1), you may encounter a “Connection refused” error message in IEEE Xplore (Figure 2).

Simply uncheck the “Display intranet sites in Compatibility View” option and you will be able to access IEEE Explore normally once your browser refreshes (Figure 3).
